At its 76th session, the WHO Regional Committee for Europe approved a roadmap covering 2026 through 2033. It is the first coordinated regional plan for AI in health across Europe and Central Asia, and it commits 53 member states to a common set of priorities rather than a patchwork of national rules.

Built on a readiness surveyWhat the plan actually asks for

Four linked strands run through it – leadership and governance, ethics and law, data and digital infrastructure, and building the workforce.

Built on a readiness survey

Underpinning it is the region’s first health AI readiness survey, issued in 2025 and answered by 50 of the 53 member states. That survey found broad interest in health AI alongside uneven foundations, particularly in data infrastructure and staff training.

The roadmap’s emphasis on governance is a response to the gap that survey exposed. Countries with strong algorithmic research capacity often had the weakest clinical oversight, and the reverse was just as true.

What the plan actually asks for

Four commitments run through the text. Regulatory safeguards before deployment. Secure access to data with interoperability built in. Cybersecurity treated as a clinical safety issue. And evaluation in real care settings, not just benchmark performance.

The workforce section is less about AI literacy courses than about sustainable investment. The plan argues that health systems cannot run AI tools on grant funding, and that staffing and maintenance costs need to sit in ordinary budgets.

Nothing here binds a member state. The roadmap is a framework for alignment, and its test will be whether national procurement rules start citing it. For vendors selling into European health systems, that is the line to watch.
