Auckland’s health service is shopping for software that can keep people out of its emergency departments by pushing them toward virtual care instead.

Te Whatu Ora has opened a tender for a digital tool to redirect patients who turn up at emergency departments with needs better met elsewhere. The agency, which runs hospitals across New Zealand, is betting that software can triage demand before it lands on a stretched ED floor rather than after.

The challenge is familiar to every health system that has tried it. Emergency departments absorb people who cannot get a same-day appointment, cannot reach an urgent care clinic, or do not know a cheaper option exists. Modelling from New Zealand and Australia has repeatedly found a large share of presentations are non-urgent or primary-care appropriate, yet sorting them at the door is exactly when triage information is thinnest.

The temptation is to treat a chatbot as the answer. International evidence is more mixed. Deployments that work tend to route patients into a real clinician quickly, rather than looping them through menus, and they carry clear escalation rules for anything resembling an emergency.

A tender is not a deployment. Te Whatu Ora has not named a vendor, a budget or a go-live date, so the test will be whether the chosen system reduces ED presentations without delaying care for people whose chest pain is not a routing question.
